June 11, 2010 - Vehicle/Pedestrian Crash - Update (2)

The Rapid City Police Department has completed the investigation into the car / pedestrian crash on June 10th, which killed Brendon Kammerer, age 17, of Rapid City. The crash occurred on Seger Drive, just west of the intersection at 143rd Avenue. Kammerer was skateboarding in the eastbound lane, when he was struck from behind by a Jeep Grand Cherokee driven by Mykel Walker, age 25, of Rapid City.
The investigation into this crash has identified a number of contributing circumstances to this crash, and as such, a determination has been made to not charge Walker with any driving violation. Kammerer was on a skateboard in dark apparel, at a very early time in the morning. Headlights from an approaching westbound vehicle made it difficult for Kammerer to be seen in the roadway until the crash was imminent.
Walker has been charged with a violation of SDCL 32-35-113, which is a result of his failure to maintain insurance for his vehicle. This is a Class 2 Misdemeanor.
The Rapid City Police Department would like to remind motorists and pedestrians of the dangers of nighttime conditions. Motorists need to be mindful of reduced visibility, and pedestrians are encouraged to wear reflective material to aid in their safety.
The investigation was conducted by the Rapid City Police Department’s Critical Accident Reconstruction Team.
