On 4/16/08, detectives of the Rapid City Police Department went to 507 E. Minnesota Street to locate a suspect in a residential burglary that occurred on 4/13/08. Additionally, the suspect had a felony bench warrant for failure to appear for burglary and false personation. Upon arrival at the residence, contact was made with the suspect who then threatened law enforcement, saying he had a firearm inside the residence. At that time, officers held their position in an effort to talk the suspect out of that residence. The Special Response Team was activated at the request of on-site supervisors. As the Special Response Team responded to the scene, the suspect continued to talk to law enforcement in the hallway. Upon learning that the Special Response Team had arrived and was taking over the situation, the suspect surrendered without incident to law enforcement.
The suspect was identified as Allen Touche, age 35, of Rapid City. He was taken to the Pennington County Jail. The case remains under investigation.
The Special Response Team is made up of members of the Rapid City Police Department, Pennington County Sheriff’s Office, Rapid City Fire Department and 911 Communications.
